A ViDA magyarországi megvalósítására vonatkozó jelenlegi koncepció ennél jóval tovább megy.

A tervezett rendszer középpontjában az adatalapú, strukturált számla áll. Ennek adatstruktúrája az EN 16931 európai szabványra épül, amelynek célja, hogy a számlaadatok egységes, géppel feldolgozható formában álljanak rendelkezésre.

Mit jelent ez a gyakorlatban?

A számla hivatalos adatállománya a strukturált XML lenne.

Not PDF, but XML – What Does a Data-Based Electronic Invoice Mean?

A common misconception regarding e-invoicing is that an invoice issued in PDF format and transmitted electronically automatically meets the requirements of digitalised invoicing. The current concept for the implementation of ViDA in Hungary goes considerably further.

The proposed system is centred around data-based, structured invoices. Their data structure is based on the EN 16931 European standard, which aims to ensure that invoice data is available in a standardised, machine-readable format.

What Does This Mean in Practice?

The official data file of the invoice would be the structured XML file. This would allow invoice data to be not only readable by humans, but also automatically processed by IT systems.

This may be particularly relevant for the automation of accounting, reporting and tax audit processes.

Moreover, based on the concept, XML would not only be required for electronic invoices. All invoices would need to be created on a data-based basis, regardless of whether the invoice is ultimately made available to the customer electronically or in paper form. For example, if a visual representation of the invoice also needs to be generated for a private individual, this would likewise be based on the underlying XML data file.

What Happens If the PDF and XML Differ?

Under the proposed system, the XML file and the human-readable invoice representation would have different roles. According to the concept, the XML would constitute the official invoice content, while the visual representation would serve as its presentation format.

This is particularly important because, if there is a discrepancy between the two versions, the authoritative invoice content would be determined based on the XML. According to the concept, a material discrepancy, for example regarding the amount, VAT liability or VAT treatment of the transaction, could also require the invoice to be cancelled and a new invoice to be issued.

Data-based invoicing is therefore not simply a change in file format. The underlying logic of the invoicing process may also change: an invoice will increasingly be treated as a structured data file, rather than merely as a document.

This will also significantly increase the requirements applicable to invoicing software.
